Cities marked “daytime pop”. A few California cities have very small resident populations and very large working or visiting populations – industrial cities such as Vernon and the City of Industry, commercial and tourist centers such as Beverly Hills and Pismo Beach. Their rate per resident is arithmetically correct and misleading, because the resident count does not include all commuters and visitors using those roads.

They are flagged, not removed. Any city whose rate exceeds three times its group median is flagged automatically: Beverly Hills (32,242 residents); Commerce (12,229 residents); Del Mar (3,928 residents); Industry (421 residents); Irwindale (1,513 residents); Los Alamitos (12,056 residents); Malibu (10,701 residents); Pismo Beach (7,853 residents); Santa Fe Springs (18,832 residents); Signal Hill (11,486 residents); Tehama (425 residents); Vernon (206 residents).

Kern County recorded 21.4 road fatalities per 100,000 residents in 2024

All 58 California counties, ranked by traffic deaths per 100,000 residents in 2024. The counts and population denominators are shown together; these data do not establish why county rates differ.

Counties marked “small pop”. 21 California counties have fewer than 100,000 residents, and in the smallest a single death moves the rate enormously – Alpine County’s rate comes from one death among 1,185 people. They are listed in full but excluded from the headline claims, where Kern County leads with 21.4 deaths per 100,000 across 197 deaths.

California state highways recorded 2.80 fatalities per 100 accidents in 2021–2025

Archived benchmark: the annual, population/registration-rate and road figures in this section retain the June 2026 snapshot. They have not been refreshed to the September release. Any 2024 provisional labels describe that older extract.

2.80fatalities per 100 state-highway accidents
2.23fatalities per 100 local-street accidents

2021–2025 · Fatalities count people, not accidents. These ratios do not measure travel exposure. Source notes

Road records cover 2021-2025.* A freeway and a residential street are not the same kind of road, and ranking them together tells you only which carries more traffic. These are split by class, using the state highway indicator on every collision record, and each is ranked by volume with a second column that describes severity: deaths per 100 fatal or injury accidents. It is not an exposure-adjusted risk measure.

Higher deaths per recorded accident on state-highway sections. The 4,016 retained state-highway road sections carried 240,504 collisions and 6,735 deaths from 2021 through 2025 – 2.8 deaths per 100 collisions. The 20,649 local streets carried more collisions, 433,505, and more deaths, 9,667, but at a lower 2.23 per 100. Counts cover 2021-2025 and exclude property-damage-only accidents. Sections with mixed highway/local coding remain separate from these two comparisons.

746,275 records across 27,755 displayed road sections, 2021-2025.* Sections are grouped within their recorded city and county, not across a whole statewide route. All spellings are normalized before applying a display minimum of three accidents. A road section needs at least 90% highway or local coding for either comparison; mixed and unknown coding stay separate. Counts are not adjusted for road length, traffic volume, reporting differences or accident mix. These measures do not establish which road is safest.

California recorded 169,048 injury and fatal accidents in 2024

Archived benchmark: the annual, population/registration-rate and road figures in this section retain the June 2026 snapshot. They have not been refreshed to the September release. Any 2024 provisional labels describe that older extract.

How RMD built the comparisons

Recent-year comparisons. Current quarterly figures use the September 28, 2026 release. See the release notes below for the separate archived annual and road benchmarks. No full-year 2026 forecast is made.

Where the numbers come from

Collision records are from the Transportation Injury Mapping System (TIMS) at the Safe Transportation Research and Education Center, University of California, Berkeley, drawn from the California Statewide Integrated Traffic Records System (SWITRS). Population estimates are from the California Department of Finance, report E-5, 2020-2026 series. TIMS excludes property-damage-only crashes. All collision counts here mean fatal or injury crashes. Archived annual and road source files were retrieved on August 28, 2026. Current quarterly figures use the September 28 release.

How the rate is calculated

The rate for a year uses the Department of Finance population estimate for 1 January of that year. Population groups follow the California Office of Traffic Safety convention. RMD’s measures and source snapshot can differ from OTS rankings, so the rankings are not interchangeable.

  • collision rate = collisions / population x 100,000
  • fatality rate = fatalities / population x 100,000

What these counts and rates measure

This report measures recorded collisions relative to resident population. It is not a measure of an individual driver’s risk, which depends on how far and where they drive.

Places counted separately

  • Unincorporated areas are reported per county and excluded from city rankings.
  • Census-designated places and university campuses have no separate city population, so no rate is published for them.
  • Mountain House incorporated in July 2024 and carries a rate from 2025 only.
  • Directional and named variants of the same road are combined. US-101 through Los Angeles appears under multiple spellings. The grouping retains city and county boundaries.

Known limitations

  • The source marks 2024 onward as provisional. Revisions can change the counts. Recent death records lag crash reports.
  • Some local agencies had not finished filing 2025 records when this data was retrieved, so city rankings use 2024.
  • The resident-population denominator does not fit cities whose daytime population greatly exceeds their resident count. Those cities are flagged.
  • Road figures are counts without an exposure adjustment.
  • Collision reporting practice varies between law-enforcement agencies.

Corrections

If a figure looks wrong for a place you know well, we want to hear about it. Corrections are published with a record of what changed.

Revision history

9 September 2026: clarified accident scope, provisional years, road periods and rate definitions; corrected place comparison text; added measure controls and category counts. Rebuilt road totals after grouping all spellings and excluded Q1 2026 from the annual road window. The underlying state totals are unchanged.

Data releases and comparison notes

Current first-quarter comparisons and 2026 half-year counts use the September 28, 2026 TIMS release, with CHP processing through September 15. Crash dates end June 30. In this release, data through 2024 are final; 2025 and 2026 remain provisional. Reporting maturity differs, and no verified completion percentage is available.

Six-year highs compare January–March in 2021 through 2026 only. They are not all-time records or evidence of a change in risk per trip. January–March 2024 has 91 days; 2025 and 2026 have 90.

Archived annual, road, population-rate and registration-ratio sections, the older full-year explorer mode, and their source tables retain the June 2026 snapshot, retrieved August 28. Their provisional 2024 labels refer to that extract. Do not combine their values with the refreshed quarterly series.

New statewide 2025 half-year comparisons are withheld because Santa Clara’s May–June 2025 files are missing. Full-year historical refresh also awaits missing intervals in Los Angeles, San Diego, San Francisco and Santa Clara. Missing data never means zero.

TIMS includes injury and fatal crashes, excluding property-damage-only crashes. Deaths and injuries count people. Involvement categories can overlap. Counts and resident-based rates are not exposure-adjusted risk. Recent lower death counts do not establish improved safety.

Percentage-change leaders require at least 100 earlier-period records. Smaller counts remain visible with a flag. Equal values share a rank. City areas follow the recorded geography. Lane-splitting figures count coded crash parties with known movement, not trips or all riders; they cannot establish causation.
